Seletion of Visitors are Unable to Connect

I have this odd problem and this only happens to a select few. Some visitors can't connect to my site any longer the used to be able to but they receive an error Either Saying Timed Out or Service unavailable depending on the browser. During the time they were trying to connect i was easily viewing pages with no problems.

Im wondering if there has been a black listing of an IP Range etc.
