Server blocked by too many connections

When I try to access my site I get the following error:

Warning: mysql_connect() [function.mysql-connect]: Host 'lotus.x10hosting.com' is blocked because of many connection errors; unblock with 'mysqladmin flush-hosts' in /home/fmichael/public_html/lunchclub3files/database.php on line 23
database_connect: Unable to connect to mysql: Host 'lotus.x10hosting.com' is blocked because of many connection errors; unblock with 'mysqladmin flush-hosts'

If I then go to cPanel and click on "phpMyAdmin", I get the message:
------------------
#1129 - Host 'lotus.x10hosting.com' is blocked because of many connection errors; unblock with 'mysqladmin flush-hosts'
------------------
So how I can give MySQL the flush command, if I cannot access phpMyAdmin?

The service alert for updates seems to indicate that Lotus is running fine again, but I still get exactly the same errors?

That service alert thread also says that they are going to install a new MySQL server today. So far, there are no updates saying that it's completed and everything is fine yet.
