server timezone or?

Ok, ill start to say im new at this, and have no idea what to do. What i noticed is that when i install a new component in my site using joomla its allways wrong time and date, some of the components have a setting to change the timezone and some dont, and it uses the server time, and if i change the timezone in joomla backend settings, other components gives wrong time. Is there away to change the server time zone some how? or the SQL, not sure where it fetches the time tho. Could someone help me?

I would like to have the swedish timezone.

date_default_timezone_set('Europe/Stockholm');
