Server Too Sluggish no FTP

since the last 2 days i am not being able to login using the FTP account the error i am getting is

Status: Resolving IP-Address for ftp.meganet.x10hosting.com
Status: Connecting to 216.245.205.66:21...
Error: Connection timed out
Error: Could not connect to server

even the web page is too sluggish and fails to display 2 times out of 5

is it a server problem - pls advise how i can solve the problem

Hello, currently this server is experiencing a SYN Flood attack, countermeasures are being engaged to mitigate the attack and this issue should be resolved shortly.
