Server uptime?

All servers are advertised as having 99.9% uptime... i've been using x10hosting for about a day now, and for most of it, my website has been up n down all day long... is saying they have a 99.9% uptime just a random figure you guys felt like making up? :/

Normally, they are up 99.9% of the time.
Recently, there has been updates, and because of those updates - caused problems.
Reverting back to previous software, etc.
If you took the time to read the Server Alerts, you would see Corey explain why things are happening and what is being done to fix it.
