Normally server moves cannot be done as they require a good amount of work to be performed. You could always delete your hosting account and try to sign up again in hopes of reaching another server, but there's no guarantees if you will land on another server. If Starka is slow, it's probably temporary but if it continues let us know so that we can get it sorted out.
One thing I will suggest about your install of SMF is to disable Hostname Lookups. I got a 500 Internal Server error on the first attempt of trying to load your website and visiting the home page is kind of sluggish. Disabling Hostname Lookups should sort out that trouble at least if it isn't already disabled. My test account on Starka isn't performing too well, so I'm assuming right now the server is under temporary load (as peak hours are approaching).
