Do we get sftp with the free account? somewhere it said we don't but it was a year old.

I believe SFTP is Secure File Transfer Protocol.

it's the Secure File Transfare Protocal. The cPanel even gives me a config (.reg) file for sFTP. Note that the file itself doesn't work (for filezilla 3.2.6 at least (new version available today)) and when setup manually it disconnects when going into passive mode. (you think an admin would ever look this way? should I submit a ticket?)

You could submit a ticket, but if it's not urgent you could just try to wait a bit longer with this thread - staff & experienced members often pass by & read the posts.

Support is still very busy since the server upgrades, so try not to contact them if you don't need to.

Alternatively, you could try to talk to someone on the IRC channel.
