yabb would be allowed as its only a forum system, and we support perl so all should be good, what you would need to do is find the header/footer parts and put the code in there.. I dont know yabb myself, but there should be one.

edit:

Code:
System requirements to install YaBB
# A web hosting account
# Perl 5 (or higher) installed on the server your web account is on
# CGI.pm v2.4+ and Socket.pm modules installed on the server your web account is on
# At least 1 MB of diskspace on your webspace account; over 3 MB recommended
# Sendmail (for Linux/Unix) or SMTP (for Windows/NT or Linux/Unix); optional, but recommended

does it meet all compliance? (I know I need to get the php upgrade right?)

Yes, request for a PHP upgrade from the account management panel.

Am I allowed to keep it "unlinked from the front page and keep ads off of it until I get it all setup?

I don't understand what you mean by "unlinked from the front page". If you mean having the hosting account unlinked to a forum account, you can't. Hosting accounts that are not linked get suspended.
You have 7 days after the hosting account creation to get the ads up. After those 7 days your account will get suspended if the ads are not present.
