Site loading slow or unreachable

Hi, I hope I have got the right section!

I have often a problem of slow loading on my forums or cPanel.
I have a forum with currently 3 users and do not understand why the site is often unreachable! The forum is an AEF forum installed with Softacoulus. is it a server issue? or is it a problem of forum?
