Can you try changing it to cPanelx10 (or something so) using the change theme option in the header when in cPanel?

What do you mean exactly that the files aren't updating? You mean when visiting the web page? If so then Varnish Cache (server-side caching service) is doing that and it will take a few minutes for it to update.

cPanel doesn't recognize that I have a website

which cPanel theme are you using ?

the caching time (delay) S/B about 5 seconds for dynamic content and about 5 minutes for static content

Is there any way I can stop the server side caching?

Just checked and I can confirm that the more full-fledged cPanel is under the name of 'cPanel x3'.
