Site Won't Load, Random File Downloads

Whenever I go to my newly made website, it downloads some kind MS-DOS file. However, if i go to cpanel it works. What is going on here?

Did you change anything in your cpanel? or your .htaccess file?

Try renaming you /home/devpower/public_html/.htaccess file, and if you have one /home/devpower/.htaccess to anything else so they arent in effect

What happens when you attempt to load your site? I went to it and it loads fine.
Also, what happens when you attempt to goto your Cpanel? Any blank page? Error message?
