smtp not working

My hosted Domain: bi-t.com
account name: mkstalal

For some reason my smtp doesn't seem to be working, Plz tell me what can I do to fix this.

Are you trying to access SMTP using a PHP script?

no, when I use outlook express or webmail, it doesn't send mail using the mail.bi-t.com. The error msg is as follows: "The mail server found but did not respond" while trying to send mail, but my pop3 incoming is ok.
Edit:
plz, someone help, my smtp is not responding at all, and now I found a new problem, that is, I added a new add on domain which is, sthapatibd.com, and also, created a mail address associated with that domain, but the pop3 & smtp both fails to respond or authenticate. why?

I tried again now with 5 mins interval, but still it is not sending any mail through smtp. what can I do now, please help.
