SMTP Problem

I had some time ago problems with sending mail through the cpanel webmails.
The issue was resolved, but it started again. I get this error message when trying to send email.

Message not sent. Server replied: [INDENT] Connection refused
111 Can't open SMTP stream.[/INDENT]

Moved to level two support
