The documentation doesn't quite reflect changes to the support system made in the past day or two yet. Yes, you do need to upgrade to directly file a "proper" support ticket; but no, you don't need to create a "proper" support ticket to request a limitation lift as of (I think) this morning. There is a new community support system you can access by clicking the "Community Support" item in the main menu bar.
The qualifications are still the same -- you need to have an account in good standing (no ToS or AUP problems), a working website more than 7 days old, and you need to be using more than 50% of the space you've been allocated already. If you've got all of that covered, create a community support question. It will require somebody with a high enough level of access to lift the restrictions -- I can't do it myself -- but it will happen in relatively short order.
