I would like to ask whether it is possible to create a social forum in Russian
language in your free hosting?

Possible, yes, but perhaps not practical. Sites on Free Hosting have to have all of their content available in one of the three supported languages: English, French or Spanish. And those translations can't just be a machine translation widget (at least not yet -- machine translations aren't good enough yet), so that would mean that you'd have to work pretty much full time translating your users' content into (probably) English. If you think you're up to the task, feel free, but it would be a lot of work compared to something like a news/blog site.
