Some good banner making programs

Hi I need to make a banner or sig for a banner for my radio site. But whats a good program to use? Any suggestions?

That's in order from best to worst.

Thanks ill try those out Ill see in the tutorial section if some1 can make a tutorial about those programs(not photo shop tho Ive tyried it doesnt turn out great)

i use firefox to make logo, sigs and banners, download a trial version from http://macromedia.com its a great software from the creators of flash mx
