It's not forbidden to send emails, it's just not a good thing when you go way over the 100 per hour cap, which is what happened in your case. It looks to be sending multiple emails to the same email addresses, and those multiple emails don't abide by the CANSPAM act, nor our mass commercial email policy in our AUP.

As such this one's permanent; we can't reinstate access to the account at this point.

There is no access permitted, as I stated above. The email I could see was of a commercial email, and per the AUP it did not abide by the US Can-SPAM act and thus did not follow our Acceptable Use Policy. This is a permanent suspension.
