As a suggestion, you could target web developers by having free web hosting specifically targeted towards them. Developers require much less bandwidth, hard drive space, and need less CPU cycles as well. In return for these you could allow more database's and even allow some other technologies like PostgreSQL.
This would be very attractive service for web developers looking for a place to test and develop their new ideas or to do some beta testing apart from their actual website. There is another host that does something like this, they have MySQL and PostgreSQL, give unlimited DB's, but only allow extremely limited HD space and bandwidth. The problem with them is that their service, even for a free service, is very unreliable. So unreliable that it is not usable to develop with.
