sql login

Hello everybody,
may I please ask for some help?
When using mysql_connect ($rc=mysql_connect( "198.91.81.3", "<username>", "<password>")) I'm getting "Access denied".
Am I typing something really stupid without noticing that?
I tried everything i could think of, but I am new to this thing.
Since they allow creating a db, there should be some access to it, right?
Is there any special way to do it here on x10hosting?
Could anybody please help me?

The hostname is "localhost" . You do not use the IP address.

If your are trying to connect from outside of x10hosting, then there is nothing you can do. Remote access is blocked. No exceptions.
