stuck in the html page

when I log into the c panel it takes me into one of the html pages, and I seem to be stuck their, I cannot get back to the file manager, I cannot login to the main log in panel as it just hangs and will not let me any further, I still need help and advice on this one if someone can help me my username is pkcdx10m

Are you behind any firewall, router, proxy, or anything similar that could be blocking Port 2083?
Also, what is the URL that is "hanging"?
