I see so many folders in my account, what are they used for?

Like _vti_pvt/service.pwd

What about all the folders that show up before you click on the Public_html, I see temp, mail etc. Can I delete those Is it safe? Also,

Everytime I click on something in the C-Panel A bit of memory moves up, does this mean I installed it?
