[Suggestion] "Server restarting" page

Just an idea... When a server goes offline (eg in case of error or restarting it or a service), is there a way of making it show a temporary "The server is being restarted" or "The server is temporarily offline" message? Perhaps even allow users to submit their own simple html page and one header image?
