Suspended for high system resource usage

My webspace is suspended for high system resource usage for the third time.
It is a photo gallery, in french language. So it seems that Terms of Service are not violated.

What is for "high system resource usage" ? Bandwidth ? CPU ? Anythng else ?
What can i do for you to reactivate the website ?
