Hey this is the second time i got suspended on my site but how? what reason the reason i get is high usage of resources we are not even using that many resources.

Sometimes people get suspended if there r scripts that run more often which uses databses .Do u have any script installed on your website.

If you're using a forum or content management system that has a lot of plugins or addons, try disabling some and see if that resolves the issue. Some plugins or addons are poorly coded. Thats why it cause High CPU usage.
