Uploading a page stolen from Facebook isn't allowed on premium either, so not having the money to go to the paid services doesn't make a difference.

The source to the page in question matches Facebook's, right down to the "cavalry logger" and the use of all of their stylesheets and images. This is a permanent suspension that cannot be revoked; depending how you'd prefer to slice it, it's either Phishing, Copyright Infringement (theft of templates), or Trademark Infringement (use of Facebook logo in a manner not in line with the Facebook EULA), none of which are allowed.
