that 1 time upgrade thing for your site

hi, i have a free site and i remember getting an offer to do something like permanently double your bandwith per month or your total file space for a couple bucks one time fee (not upgrade your account permanently and have to pay monthly)

but now i cant find it


does anyone know if this offer is still available and where to find it?
