PostgreSQL is not offered with Free Hosting accounts. There doesn't appear to be a way, though, to turn off the PostgreSQL option on cPanel, so the link is still there. By the way, the 2 PostgresSQL databases that can't be turned off are 2 of the 4 databases you see on your account panel -- all you have access to is 2 MySQL databases.

Sorry for the confusion.
