The PostgreSQL server is currently offline

Hey,

I read that the pgsql server is premium only?
Is there a way that I can switch the mysql server with the pgsql server so that I can't access the mysql server and I can use the pgsql server?

I really need the pg server, because of the project I'm going to start.
