There has to be a better way for a Hosting Provider to identify true risks.

My entire account and all its domains within are gone. Reason? "links to a another account with abuse history".

This would mean that even when you are travelling and connected to any public cafes WIFI, if that WIFI is deemed as one with "abuse history", X10 Hosting would block your account and deny access to all your valuable files. Despite multiple attempts to appeal. I can guarantee my files (simple Joomla websites) are free from malicious content. I have WAF installed for all of them.

There has got to be a better way for this!
Hostgator, Bluehost and GoDaddy never did anything like this.

The hosting provider you mention are all paid hosting and they gurantee their services. Try x10premium since you mention those, I assume you have funds.
Why Insisting better quality services on free and comparing to the paids one.
