Time out problem

For sometime now, I've not been able to acess either my site nor the cpanel. I was wondering if it is my internet connection or there is more to this, cos its turning all my things down.
Does x10 server support specific connection or what?:dunno:
I believe someone here can help me out.

The error is simply

ERROR
