Trouble Restoring Home Directory - on absolut server

I have two files that I created before the deletion of my account called

backup-gillincorporated.net-12-29-2007.tar[1]

one is a tar file the other is a gz file (this is what windows says under the "type" category)

neither of them are restoring my home directory files when I attempt to do so through cpanel's backup section.

The other problem I have is I still get this message when trying to login to the account management page.

An Error Has Occurred
Although you've logged in successfully, there was an error retrieving your account's hosting type from the backend system.

The account managment panel error will keep happening until the maintenance is done.
I think a admin has to restore the backup but I'm not sure. Is it a full backup?
