Trying to run Python script - 401 Forbidden Error

When I access http://coa07so.x10.mx/test.cgi I receive the error:

Forbidden
You don't have permission to access /test.cgi on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

I'm not certain I have the shebang right in my script, but I do have all the correct permissions set. Can you take a look and see what I'm missing?
