Unable to access CPanel and FTP

Hi:

I tried to create an email address, but it gives an error that because of space it cannot be created, i tried with defualt 250Mb to 5Mb multiple times, but it failed. And after that i'm unable to access the cPanel and cannot acces my webpage at http://www.chartahir.x10.mx. Last time i got an error because of space. I tried to access and the domain via FTP to delete some of the unnecessary files but I doesn't work.

Its not a professional site for money making. I'm working on my thesis and need the site up to access from a mobile device.
