Unable to access cPanel

Please forgive the double post, but I don't seem to be getting anywhere in the official place.

I can access via an FTP client and upload, but if i try to access the cPanel i get...
This webpage is not available The webpage athttps://level.x10hosting.com:2083/login/?logintheme=cpanel might be temporarily down or it may have moved permanently to a new web address. Error 111 (net::ERRTUNNELCONNECTIONFAILED): Unknown error.
Is this just because its a new account and its not setup yet or something else?

I can login to the AP no problem, but clicking the blue button to access cPanel throws the above error, as does following a direct link https://level.x10hosting.com:2083/

I can use an FTP client no problem, but i would like to access the cPanel if possible.

That has nothing to do with DNS or browser caching, that is due to something on your end blocking the outbound connection on port 2083. If you are behind a corporate firewall, that is likely the reason and you should try accessing cpanel from outside of work. If you are at home, check your computer's and router's firewall settings -- if all your firewall settings look like they should be allowing the connection, try using a different browser and a different computer. If both of those still fail, call your ISP to get some additional assistance in resolving your connection issue.
