Unable to access Joomla site

Site http://padge27.x10hosting.com/ has suddenly disappeared. Can access Cpanel and MySQL Database - the databases seem to be as they were though size is given as 0.00mb for each of them - however logging onto both the sirte and the joomla admin page both throw up the message "Error: Unable to connect to the database:Could not connect to database" Any suggestions or do i need to start all over again?

Login to cpanel

click on mysql databases

click on database user associated to the joomla database and give all the privileges by clicking on "all privileges"

Then try again to load site.
