Unable to access website nor cpanel

Hi, i signed up 3 days ago for an ad-free hosting (on lotus server)

Account Username:charrat
Primary Domain:http://charrat.x10hosting.com
Hosting Type:Ad-Free
Server NameLotus.x10
IP Address67.228.161.42

but since the begining i couldn't access the website nor cpanel
i think the reason is that x10hosting is filtering by country:
i live in morocco (41.248.XXX.XXX) and when connecting directly to the internet, website is inaccessible
when using a proxy (in spain) i can browse the home page and cpanel
so i'm asking the admins if they will allow access or i should seek elswhere!

We don't block any countries from accessing the sites. Can you please confirm again if you are still having the problem? Try clearing your cache.

i confirm, when accessing directly: nothing
through proxy all good

Did you clear all temporary files, cache and flush the DNS?

of course
temporary internet files deleted
dns clean (no entry in host file)
no firewall rule blogking url or ip
etc...
