Unable to connect, 503 errors.

I have installed Wordpress using Softaculous and via FTP and I am still encountering the same issues. I can't connect to wordpress.org via Wordpress meaning I can't install plugins (maybe the server is blocking outgoing connections to wordpress.org). Also, when I install a plugin from a .zip file I am getting 503 errors.

Same all day, although now the server seems to be disconnecting because of error connections to database. Can't connect to local MySQL server through socket etc/etcetc
