unable to create hosting a/c

i got the following error message when i tried to creat a hosting ac under my a/c, i had an hosting a/c before, and terminated by dececmber last year due to inactivitiy.

We detect that you are accessing our service through a proxy or attempting to register multiple times. We do not allow signups through proxy services or more than once per 24 hours. If you believe this is a mistake, please contact us on our forums.

my question now is , how to get rid of this message and create hosting a/c now. thanks.

Hello!
Are you trying to create a hosting account using some university/campus internet network ?
If so, it is quite possible that someone else from your college network has already created/requested(within 24 hours) for a hosting account.
