Unable to get to cgi-bin...

I'm trying to access my cgi-bin to get a feel for CRON and all that, but I'm unable to. It simply gives me a 404 error...
Example: CGI Email (cPanel CGI Center)

Are we able to use bash or perl? I'm trying to test a couple of scripts and they're not working...
I'm using the shebang line #!/usr/bin/perl, since that's what it said on cPanel, and I've switched between using .pl and nothing for the extension, but it's not working. When I use .pl, it simple sends me the file as is, and when I use no extension, it sends me a blank response.

Perl is enabled, I don't believe bash is. I know of some people that use perl scripts on both servers.

I made some more changes to your account, see if it works now. The other files are just .pl . I'm not really sure how they have it setup to use them.

It's still returning the raw content from the text-scripts. Only the binaries are doing anything.
However, since I can use CRON to execute a basic PHP script elsewhere, it's not of much importance for me at this moment.
