Unable to log into Control Panel or FTP

I am currently unable to log into the hosting server via cPanel or FTP.
In chrome browser, the cPanel login just continues to load and load -- nothing comes up.
For FTP (I use Expression Web 3), I get an error stating that there doesn't appear to be an FTP service open on port 21.

Everything was working yesterday, no information was changed.

Any help?

There were planned downtimes due to upgrades today. Could you check again to login?
