unable to open a new account

hello sir my friend has tried to open a free account. but it says you have already registered with us today. so what will be the solution to create a new account. does this site stopped creating new accounts. can i know what was the probelm with a new account. please do support creating a new account

no he dont own a account at x10hosting but he used my computer to create a new account.....
