There is a termination report for a cPanel username "titux10m" that was terminated on December 30th 2013; this was from an inactivity suspension as near as I can tell.

Unfortunately as you've indicated, India is no longer in our current list of countries we can accept new registrations from. We cannot bypass this or manually create the account; the best we can advise is to check back occasionally to see if India has been unblocked, however I'm not aware of any current plans to review the list at this time, so I don't have a specific date to recommend checking back on.
