Is it possible to install unrealIRCd form http://www.unrealircd.com/ on a free webhost?

No. Its not a webscript, it actually requires at least ssh access and ONE background process(more if you want to run 'services' like nickserve etc). Most hosts disallow this as it consumes a fair amount of CPU / RAM utilization.
