Upgrade PHP

Sir, I am facing problems with file uploads through php, I am in bad need of it for my CMS, hence please upgrade my PHP from basic level to Intermediate level at the earliest.

Currently the level system is not active, all accounts are at what is equivalent to level 2 (intermediate) despite what it says in your account panel.

What errors to you specifically get?

Sir,
My Exponent Content Management System is showing that Upload Files Enabled : Failed
while checking requirements. I checked with sanity check and it is showing that Php uploads is disabled by administrator.
Could u please help me reagrding this so that i can make my website easliy. I thought this is beacuse of PHP is in basic level or Wat ever may be the reason please help me out.
