Uploaded files show up as temporarily unavailable

We have upload these files numerous of times and it keeps saying it it temporarily unavailable . I want to know why it is doing this even when u hit view under cpanel file manager it shows it and when u type in the entire url for that file-page it does the same... Does it take time for you guys to publish the sites or is it instant? Am i doing something wrong that it would do this. Would appreciate a response ....

It should be instant with the exception of ISP caching - some ISP's cache the webpages on their end to speed up viewing, which means changes to pages may take some time to display. This goes for browser caching as well.
