UTF-8 international PHP text appear garbled and with rendering errors

Hi. I uploaded my site successfully, but I see the question marks instead of Russian UTF-8 text and rendering errors too.
It now looks like this:

And this is how it must look, this is on a LAMP machine with default settings.

I have all php files in UTF-8
Also mysql has no problem with UTF, as the gray boxes below the header display content from a database, so this is something with PHP only.

But I do. Firefox also detects UTF-8 in properties correctly. These "???" are already parsed and displayed that way in the page source.

The broken pic was jquery version issue, but the codepage is still garbled
