here php does not support UTF-8 encoding, please update php version which support all language, i want to write in punjab in php files

php supports utf-8, make sure that if you're using the editor in the cpanel file manager that you select the correct encoding, and also that you specify the charset as utf-8 in either the header or a meta tag
