If you have looked at my reply, I have explained that no license is needed if creating modifications, or recoding any file. Only a valid licence is needed if you have released your game publicly.

The issue is anything on your account can be considered live and in a production environment, not a development environment. This means you are running your game without a licence.
If you need to develop stuff, its recommended to do it locally, using something like xampp.

That's exactly why I suspended it actually. x10hosting's not a private testing server - it's very much public, so a license is indeed required to use the product.
