vBulletin Problem

Can soembody help me..I can't access my Arcade..I always got the message

<username>, you do not have permission to access this page. This could be due to one of several reasons:

1. You are not a registered blahblah, blahblah!
2. Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
3. If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

I'm using EvilGenius Premod 3.8.4. I don't know how to fix this problem. All of my accounts (Admin, Super Moderator, Moderator, and an ordinary user) got those message when accessing to arcade page.

Can you post the steps on how can i fix it? If it's ok..

And also about uploading images..

I got this message:

Warning: fopen() [function.fopen]: Filename cannot be empty in [path]/includes/class_image.php on line 333

Is it about the directory that should be in chmod 777?
What's the default chmod of our directory?
How can I change it if I don't even have an ftp client?
