It's pretty stripped down, aside from the HyperVM terminal, from what I understand at least. You have to pay extra to use CPanel. Not that being stripped down is a bad thing, you get to do everything exactly as you want it and not have to worry about working with software you may not want.
Look at all the other prices on X10 though, they're all pretty cheap for what you get. Especially the free hosting

I find the Free hosting a bit expensive, myself.

I believe that in the webside design/coding forum if that still exists, there would be people there who for credits could design a website for you and code it. Now a days there's a site builder that comes with x10hosting. Only problem is, you have to use the site builder to edit the site unless you really want to break some things or screw up the builder.

Yeap that does suck about those sitebuilders that ppl offer. I think a CMS is there for really coding your site... maybe x10 should like have a vid tutorial for exatly what to do for nubs from login to installing like wordpress. That would save them allot of work and stupid help requests

I did propose a while ago to upload a large amount of video tutorials covering a wide range of material for x10Hosting. That kind of died off as one of the staff members I believe blew me off for not having knowledge of the back end systems for things that don't even need knowledge of back end systems to even create (pretty much all of it). I dropped that idea and will to create those tutorials entirely, as well as spend the time to upload each one in HD and SD after I was told that :\ I have no problem starting that up again though if people here really want it.
